The High-level Interactive Projections for Education (HIPE) model is the most visual of the EPDC projection models in excel. It was used to project financing gaps for Education for All for 46 low income countries for the UNESCO 2010 EFA Global Monitoring Report, and has been applied in Namibia, Mozambique, and South Sudan.

On this page you will find information about and links to the four HIPE models EPDC has developed. The country models each reflect specific national conditions.

In 2009, the Global Monitoring Report team engaged the EPDC to help them calculate the costs of achieving the Education for All goals in low income countries.

Pakistan HIPE Model

The Pakistan HIPE model is designed to project pupil enrollment and teacher needs by gender, school, and district in Khyber Pakhtunkhwa Province. The HIPE analytic and planning tool also includes district-level education profiles with the most recent EMIS education data and projections to 2015. Developed 2010 with AED’s Pre-STEP project and the Department of Education of Khyber Pakhtunkhwa Province, Pakistan.

Rwanda HIPE Model
(under development)

The Rwanda HIPE model allows policymakers to make projections to 2015 on pupil enrollment, teacher, classroom and textbook needs, and education finance. The model also include a profile that presents the progress of the education system since 2000. This tool is currently under-development to include district and province level data. Developed 2010 with AED's ITAC (Information Technology Application Center).

South Sudan HIPE model

The South Sudan HIPE model projects pupils by grade, resource needs and costs for South Sudan's provinces, and is focused on primary education. Project started in 2009 with the Ministry of Education of South Sudan and AED's System Services Group.

Mozambique HIPE model

The Mozambique HIPE model projects pupils by grade, resource needs and costs for Mozambique's provinces. It is modeled on the GMR HIPE model. Developed 2009 with USAID.
