This working paper analyzes attendance data and children's background characteristics and finds that the regional poverty rate in the aggregate is correlated with lower net attendance rates.

The intent of the analysis is to identify good practice and pitfalls in education modules, and the recommendations are intended to be used as the basis for an interagency workgroup on improving education modules in household surveys.
