The principal objective of this paper is to gain insights and lessons learned from experienced development practitioners on designing, implementing, and evaluating projects that focus on EMIS or have EMIS components. The review did not focus on technical aspects of EMIS—databases, languages, etc., as this is best left to technical specialists.
