This paper uses data from 14 developing countries to quantify the future demand for teachers and to examine the capacity of the education systems to produce teachers. It discusses whether existing supply mechanisms and inefficiencies prevent these countries from expanding access to secondary education. The paper also examines what determines the pool of potential teachers at the secondary level. Comment
