This study aims to determine whether schools provide adequate opportunities to learn to ensure children learn to read fluently by Grade 3. This study looked at whether schools are opening and functioning through the school year, how teachers and students use the time available during the day, whether materials are present and used by them, and whether class sizes are reasonable.
